Contract Management Services is a line of business at LAHH created by the AbilityOne Program wherein there is job creation in field of contract administration support provided to Federal customers.
The AbilityOne® Program is the largest source of employment for people who are blind or have other significant disabilities in the United States. More than 600 nonprofit organizations employ these individuals and provide quality products and services to the Federal government at a fair market price. More than 40,000 people with disabilities are employed through AbilityOne contracts! AbilityOne is administered by the Committee for Purchase From People Who Are Blind or Severely Disabled, an independent Federal agency. The Committee coordinates the AbilityOne Program effort through the National Industries for the Blind (NIB) and NISH-Creating Employment Opportunities for People with Significant Disabilities.

• Must have performed duties as a warranted 1102 contracting officer. Provide history of employment reflecting a minimum of 10 years government service in contracting.
• Will require a user knowledge of MS Office (Access, Excel, Word), as well as SPS/ Procurement Desktop Defense (PD2), Federal Procurement Data System-Next Generation (FPDS-NG), My Invoice, and Contract Manpower Report.
• Must possess management level skills to include a minimum of experience as a manager.
• Will manage workers that are legally blind as well as severely disabled. Training will be provided to assist them in managing a work force with these special concerns.
• They will be required to provide on the job site training to support the mission of government contract close-out. This will include payment and delivery research, document interpretation and preparation, and the scanning and storage of documents for future consideration.
Duties include, but are not limited to:
• Manage a workforce of handicapped personnel with a mission of preparing government contracts to a warranted government contracting officer for close-out.
• Manage and control the transfer of sensitive government contracts. You will be 100% accountable for all government documents included in each folder. There will be 100% accountability for tracking of the folder from the time that it is received and accounted for through the close –out procedure to certified destruction, if required.
• Produce measurement reports to reflect productivity of the closeout process. There will be a requirement for weekly manpower reports, close-out in process reports to include contracts received, contracts closed, status of contracts being processed to include accountability of the folder as well as the stage that the folder is in at each point through the process.
• Maintain a working knowledge of each of the tasks required of the each of the individuals in their work force.
• Review all folders upon arrival to ensure that the folders that are received and match the statement of work requirements.
• Assist in establishing and maintaining the metrics required to determine the process and time required to present a contract ready to be closed.
• Manage weekly manpower reports for both NIB and Nish agencies.
• Manage relationship between customer COR and contract close-out staff
• Provide reports to COR for contracts presented to be closed.
• Report on a daily basis contracts closed

Contract Specialist -Job Description
• Required to complete Con10O acquisition class with continual education to include additional DAU courses as required
• Two day contract closeout training
• Other training needed to meet customer requirements
• Preferred four year degree or equivalent work experience
• Have a working knowledge of MS Office (Excel, Word, Powerpoint, Access)
• Will complete contract close out process as required by standard operating procedures and directed by office supervisor
• Maintain 100% accountability of folder/documents throughout the close out process.
• Responsible for contacting agencies to acquire written payment history through electronic or verbal means.
• Responsible for contacting manufacturers or contractors to acquire written delivery history through electronic or verbal means.
• Determine if obligated funds match required payment or if there is an opportunity to de-obligate funds or a need to obligate additional funds with supervisor review.
• Provide completed folder for close-out review by contract closeout supervisor.
• Prepare closeout documents for contracting officer review and approval as required by standard operating procedures.
• Complete daily and weekly reports to track metrics throughout the close-out procedure.
• Provide customer service required contracting officers concerning folders presented for close-out.
• Upon closure of contract, redistribute folder for temporary storage awaiting destruction.
• Assist in improving existing standard operating procedures to improve productivity.

General Clerck II - Job Description
• Receive and inventory all folders/documents shipped through an independent delivery service or provided through an on-site facility process.
• Report inventory discrepancies to the supervisor as well as the customer in writing within one business day of receipt of folders/ documents.
• Place folders in storage area awaiting the document preparation and scanning phase. Maintain accountability of folder locations in the event a folder is required prior to close out procedures.
• Retrieve folders from storage area and prepare for document scanning. Scan documents and index them according to provided standard operating procedures.
• Complete quality checks on scanned documents to ensure legibility and inventory of pages.
• Complete storage and labeling of documents on various forms of media for future shipment through electronic or postal means.
• Complete quality checks as provided by standard operating procedures.
• Reassemble documents in folder for future close out procedures
• Place folder/s in temporary storage for future distribution by contract closeout supervisor.
• Maintain 100% accountability storage of folders/documents being temporarily stored for destruction.
• Destroy folders in accordance with DOD requirements and standard operating procedures.
• Provide certification of destruction for each folder/s or as the individual customer requires.
• Maintain measurement metrics required to determine each step in the process.
• Complete metric reports on a daily schedule for review.
• Receive daily direction from on-site supervisor
• Must have a working knowledge of MS Office software to include Excel, Word, Access and PowerPoint.
• Must be familiar with basic clerical duties such as answering a phone, filing, document distribution and handling
